Draft: Package Weston

At present, there are three issues:

1. edid-decode is git-only, and is used to test libdisplay-info's EDID decoding.
2. libdisplay-info's di-edid-decode and edid-decode have differing output, leading to test failures. I'm not sure what the remedy here is.
3. weston FTTFS because the config parser's test suite fails for some reason.

Until these are resolved, this MR will remain in draft state.
